That is something to do with LJ's log in problems. You can sign up on IJ:

This isn't a LJ log in problem.It's just because the comm is locked.People need to join the comm if they want to sign up. ;-)

Ah. Well, my advice still applies: IJ is open.

I had asked Bunny and she said it wasn't locked on LJ. I'm not a mod so I don't know....
